Liu Cheng, male, Han ethnicity, was born in May 1973. He has an on-the-job postgraduate educational background and is Member of the Communist Party of China.

Liu currently serves as Director of SCFRI and Deputy Secretary of CPC SCFRI Committee, at the deputy-bureau level.
